Our Team

Billy loves his family and enjoys spending quality time with them. Married sixteen years to Marliz; together they have three amazing children. Together, they love to hike, go to the lake, and play family games, while supporting each others hobbies.

God has called Billy and his family to pastor in Orangevale, California. Located right on the border of Sacramento and Placer counties, hundreds of thousands of people surround the plot of land where Thrive Church will be launched.

Billy is a strategic visionary and a dynamic speaker who empowers people to live for God. He has a proven track record of over 25 years of ministry in growing things to life, and producing vibrant cultures where people thrive. He adds value to people and all organizations in which he has worked. His spiritual gifts and talents are leadership, teaching, and evangelism. He whole heartedly believes in the gifts of the Spirit and equips other believers how to be Spirit Led, while being anchored in the Word.

With the power of the Holy Spirit, Billy has transformed thousands of lives through a discipleship process that grounds people in their identity, sets people free in healing, and activates people in their God given purpose. A catalyst for change, he operates with a growth mindset, training multitudes on how to be effective in sharing the gospel, which has led to thousands of people surrendering their lives to Christ. He has also raised up hundreds of coaches in discipling others unto godliness and cultivates high growth environments with high morale where people love living out their God-given purpose and destiny!

A unifier, Billy will lock arms with other pastors and leaders to transform regions for the kingdom! He firmly believes that the church is called and must be equipped to ransack the gates of hell with the gospel. This includes not only saving souls by the droves, but also restoring sanity, family health, and bringing biblical morality back to the fabric of society. Simply put, Billy is a transformative leader, and the timing for him to be senior pastor at our church is the right time now!

Billy received his Doctorate of Ministry in Leadership and Coaching from Regent University, Masters of Divinity from Azusa Pacific University, and his Bachelors of Arts in Biblical Studies from Life Pacific University.

Marliz is married to Pastor Billy and works alongside him in pastoring Radiant Church.  She has a heart for children, as she and Pastor Billy are raising their three kids themselves.  While she has a long history of working in ministry, she also enjoys seeing people grow in their relationship with Jesus.

Preston has grown up in ministry and has a passion for seeing young people root themselves in Christ.   One of his highest hopes is to provide a fun and safe learning experience for middle and high school students.

Bubby and Elaine have a deep desire to lead people out of hurts, habits, and difficulties into a greater understanding of who Jesus is.  Their main focus as Care Pastors is to be available to those in need of care.
